The officers are the ones who pulled his gun out from his holster, which he had a permit for and is legally allowed to carry, BEFORE shooting him. His arms were covering his head to protect himself as the officers beat him. He wasn’t trying to resist, he wasn’t reaching for his gun, and he wasn’t a threat. This was murder.
