if CPS has a court order at all, stating they are in state custody the parents don't actually have custody of him. They have parental rights but not legal custody

The child is obviously not in her care and they are worried to leave the child alone with her. We don't know if she caused the child's ilness. Above all, the child's safety is paramount.
