you're supposed to pick a lane that matches your speed. if cars on the right keep passing you on your right, you should move right. you should not weave throught traffic like this. Not illegal, just wrong, and unsafe

Completely unnecessary and frankly making the roads more dangerous, I leave the right lane open always unless overtaking and only move over in other lanes when I see a faster car approaching in my mirror
