Not every S ranked ninja is pain lvl or akatsuki lvl for example you said "there is 20 s rank ninja in mist" yes that is possible there is laterally 7 swordman of the mist +Kisame all are S ranked and you wanted me to believe that the mist village doesn't have anybody to protect them from 7 swordman of the mist? so the one that are protecting them from those monsters has to be monsters too
