Easy fix. 1. stamp all Submittals "REVISE AND RESUBMIT" 2. Send every RFI back and ask for more information. Two can play the contractors game.

Always schedule with a baseline and a revised schedule with all the issues, changes and RFI stuff added in. When LD discussion starts you do t have to sweat. Also, always be adding time with your COs. Saved my bacon plenty of times.

Once they start taking like this submit a FragNet schedule with a delay claim. It will change their approach very quickly. Contractors cannot just demob, that is a breach of Contract and you will lose all other claims if you do that.
