incorrect. in the 1997 russia and Ukraine signed the Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation and in article 2 it says and I quote "The High Contracting Parties, in accordance with the provisions of the Charter of the United Nations and their obligations under the Final Act of the Conference on Security and Cooperation in Europe, shall respect each other’s territorial integrity and confirm the inviolability of their common borders" and Crimea wasn't independent it was a autonomous region of Ukraine much like Greenland is to Denmark so even the invasion of Crimea was illegal and violated the above article of the Treaty
