I believe George and Donald to be on roughly the same level of idiocy, but the team behind George still cared about appearances. It must have taken a considerable amount of training, rehearsing and effort to get Bush to the level of rhetoric that he was barely able.to maintain. With Donald the people in the background stopped caring about it, on the contrary.
