Rawls was a very good policeman, at the other end of the McNulty spectrum, he hated the 'game' too, but he played it.. that's why he hates McNulty so much, maybe because he found himself in him in a way, maybe because in some situations he's more courageous, or maybe because he used or wanted to be like him.
