Nebraska does this! We use number codes to indicate county’s. Only ones that don’t do that is Lancaster, Sarpy and Douglas and they use an ABC-123 format

Idaho plates are by county, but you can almost always tell what city they are from. Unless they are from Ada County (1A) because that is the capital and there are a lot of suburbs of Boise.

Fun fact - They stopped putting the county on Florida plates in the 90s because rental cars in Miami often had plates from other parts of Florida and people were targeting them for robberies. So now the plates just say “sunshine state” instead of the county.

So if we were to do this in America. We’d have the normal state license plate. Then a character representing each county or parish. Then a letter designating the city. Wait why aren’t we doing that?

German plates first letters are from the Stadt (town/city) the car is registered M - Munich , S- Stuttgart etc . Minor cities have longer MG - Moenchengladbach, SF. - Sonthofen. So much simpler system

Several states have county codes on their plates or have experimented with them at some point. Indiana used to have them near the top of the plates for a while, but those aren't a thing anymore.
