GAZA AS A TESTING GROUND • Israel’s decades-long occupation of Gaza and the West Bank has functioned as a laboratory for military and surveillance technology. • Tools refined through constant monitoring and warfare against Palestinians are sold globally as “battle-tested.” ICE and ISRAELI SPY TECH • Immigration and Customs Enforcement maintains an official field office in Tel Aviv, embedding ICE within Israel’s security ecosystem. • ICE uses Israeli-made tools to hack and monitor mobile phones. • Cellebrite use by DHS since 2008 to extract data from migrants’ phones, nearly 15,000 phone searches in a single quarter of 2025. • Paragon Solutions and ICE signed a $2 million contract in 2025 for Graphite spyware, capable of covert phone infiltration and remote surveillance. CBP and BORDER SURVEILLANCE • Customs and Border Protection relies on Israeli military technology. • Elbit Systems is building 307 surveillance towers along the U.S.–Mexico border. • Towers were funded at about $100 million last year, with roughly $105 million approved for 2026.
