If you're walking your dog but not letting your dog sniff to their heart's content, of course they're not tired at the end. I gave my dog 3 sniff walks a day and he was perpetually exhausted.

Depends on the dog. There’s a lot they can get out of sniffing everything. My girl lays like that and goes to sleep after 30 minutes of a walk.
