this is pretty common. Not just ruthless excessive force, but denial of wrong doing and violations oc civil liberties, but unlawful arrests as well. Imagine living in a State that doesn't knowledge that law enforcement can, and does wrong doing, making all resistance of an unlawful arrest a criminal offense. How dare you stand up for your rights.
