Its because people were mad at the fake out with Iron Man 3, a lot of people couldn't get past the idea that the Mandarin was a smoke screen. Marvel Studios did the short film All Hail The King to inform the audience that the "real" Mandarin is out there, and they revealed him in Shang Chi. Having Slattery as the real Mandarin's prisoner helped tie Shang Chi into the MCU, and then of course it made sense that he should be in a show about another character who is an actor.
