What hes saying is you cant pull someone over for 'suspicion' basically anticipating a crime or existing issue based on the look for the driver. Under these circumstances he doesnt have to provide ID as he hasn't committed a crime nor a traffic violation. A uniform doesnt give anyone the right to abuse their power.
