This is my theory about the theory of Him disguising himself as Captain I think it would work and fit into the story before the end of Loki’s second season; we know he spends a lot of time repeating the same period over and over again thanks to his ability to control time jumps at the TVA. In the end, he realizes that the problem was never that he didn’t know how to build or repair the device. The Web is designed to fail when there are too many timeline branches. It’s a mechanism created by He Who Remains to force a choice between destroying all timelines except one, or allowing the chaos of the multiverse to reign. That’s why Loki stops trying to repair the Loom and makes a completely different decision: he destroys the Loom and uses his own power to sustain all the timelines himself, becoming the guardian of the multiverse, seated on the equivalent of the tree Yggdrasil. Since time in the TVA doesn’t pass in the same way as it does in the timelines, I think that during those centuries or millennia he spent learning and repeating the same events, he might have been able to leave the TVA at some point, appear in Avengers: Doomsday fight alongside the Avengers one last time and even disguised as Steve so they would trust him and once that battle was over, return to the TVA. Then he would finally accept his true Glorious Purpose: to become the guardian of all timelines. In the end, that was always his destiny: to remain there, completely alone for eternity, sustaining the multiverse so that all stories could continue to exist.
