rain water collection should be allowed if it's for fire protection tank has a fire fight emblem if it's for agriculture use it gets a specific emblem for the state if it's for private gardening it gets the property address on the tank

most cities have storm water removal wherein they charge you to take the water...just like sewage they collect it all in basin and eventually will sell you back the processed and filtered water that you paid them to take in the first place, different form of double taxation but legal for them to do so.
