For some reason, people see cowboy hats and instantly forget what they were taught as children; keep your hands to yourself. That being said, you can always ask! but please remember quality cowboy hats are expensive and sharing hats with strangers at conventions like AVN's or X3 would mean makeup and glitter on them. so if someone says no, don't make it weird, be respectful.
