I had mixed feelings about menendez at first I thought he was corrupted then the mission where they threw the grenade in his sister’s room that’s when I understood that he wasn’t actually a villain he was broken and he loved and took care of his sister and seen her burnt to death and so he was out for revenge like he was a vigilante type deal like how it was for carlito and isabela in dead rising with their lore of why they started the zombies at the Willamette mall because of the United states government kidnapping people and kids in 3rd world countries and turned them into ticking time bomb zombies so I feel like menendez and carlito had fair point reasons for what they did
