Because most of these mining corporations aren't Canadian, we need to ensure that the reclamation and environmental impact is properly captured and funded upfront, including the cumulative impact before we approve any new mines. Otherwise we are fuelling the world at our expense both literally and figuratively because our environment is ruined and the cleanup falls on the public purse.

keep in mind that processing some of these minerals can be cost prohibitive or extremely hard on the environment. For example lithium, which requires massive amounts of water in their processing which then needs to be treated to environmental standards prior to discharge to the environment. it is likely the same reason for graphite processing in China. China = cheaper processing due to less strict labour and enviro laws
