When setting a rule we should look at what behaviours it will encourage and discourage. We want safe and considerate drivers. Punishing larger vehicles stopping at a pedestrian crossing discourages that.

tbf the lorry driver could have continued, as the pedestrian hadn't reached the island in the middle; but that is irrelevant: he was stopping to assist a pedestrian as is clear, and nobody should be fined for such an action. That box junction needs to be removed, clearly not well thought out.
