I was in Ashgabat for a few days last year before travelling across the country, It was just like this. We stayed in a hotel on the outskirts. Very different buildings and we could see whole areas of single storey houses much poorer looking. It was very strange touring round the monuments with almost no locals to be seen. We did see occasionally a car that wasn't white I don't know how they were allowed, we were a group travelling in a converted truck and we had to leave it outside the city and get taxis in there. When we left the capital and travelled overland the roads were very poorly maintained, the towns and villages much more poorly maintained. I guess the president never travels outside the city so doesn't care.
