Operation People’s Water Emancipation was a massive infrastructure program launched by the communist American Federation in the late 1970s with the goal of “liberating” and redistributing the waters of the Great Lakes to serve agriculture, industry, and population centers throughout the Federation. The project emerged from the unique political conditions that followed the dissolution of the United States. During the 1960s, much of the Midwest, Mid-Atlantic, and New York State (excluding the independent New York City region) suffered severe economic neglect as federal resources were diverted toward the Southern Conflict and the Vietnam War. Factories closed, infrastructure deteriorated, unemployment rose, and faith in traditional American institutions collapsed. These conditions allowed communist and labor-aligned parties to gain power throughout the region, eventually forming the foundation of the American Federation. Once in power, Federation planners believed nature itself could be reorganized through science, labor, and centralized planning. Massive canals, pumping stations, reservoirs, and hydroelectric projects redirected water southward and westward on a scale never before attempted. Initially, the results appeared remarkable. Agricultural production increased, industrial output surged, new cities emerged, and the Federation’s economy briefly outperformed many of its successor-state rivals. Supporters hailed the project as proof that collective planning could achieve what capitalism could not, and propaganda portrayed workers as conquering geography itself. To many observers in the 1970s and early 1980s, it seemed as though the Federation had discovered a path to unlimited growth. The long-term consequences, however, proved catastrophic. As water levels in the Great Lakes steadily declined, ecosystems collapsed, shipping routes became unreliable, regional climates shifted, and agricultural productivity eventually fell rather than rose. By the 1990s, the Federation faced severe food shortages and famine, while officials refused to acknowledge that the project itself had contributed to the crisis. The effects spread far beyond Federation borders. Ontario’s economy deteriorated as the lakes shrank, encouraging large-scale migration eastward and westward within Canada. This weakened Canadian cohesion, contributing to Quebec’s independence and later the peaceful separation of the Maritime Provinces. The Maritimes subsequently developed closer ties with New England, eventually leading to the proposed 2014 Atlantic unification plan that triggered the Connecticut annexation crisis and, ultimately, the New England War. Although the famine never fully disappeared, the Federation’s participation in the 2003 Soviet-led invasion of Texas significantly improved its position.
