I would think it’s someone who had a reason to be there. Maybe someone hired to plow snow, or a janitor. I know it said they “cleared” everyone. Or maybe relative of another child at the school

I taught this age for many years. This is heart breaking. Children this age are so trusting and easily tricked. It’s a magical age of curiosity, sweetness and joy. So incredibly sad.

I was in school then in canada, if we didn't make it to school, our parents were called.... It normally took a while though because they had to wait until the teachers brought up the attendance records to the office. i've never known a school at that time. That wouldn't have called if a child wasn't attending and wasn't already.I called about.
