It’s an over production of yeast, use Nizoral anti fungal shampoo, if you don’t like the smell you can just mix a few drops into your hand with your normal shampoo, its 1% Ketaconazole which helps really break down that oil buildup and have your head feeling cool and fresh

I tried using other products and shampoo bars ended up being the best for me. significantly less itch, flakes, and greasyness. I can't speak for this one specifically but that's my experience
