All these internet experts are crying over the dog and calling the cop a murderer, but they completely ignore the only real culprit in this equation: the owner. The leash laws are clear and they exist for a reason. When you let your animal run loose on the street to charge at people, you assume the risk that someone might defend themselves. It's really easy to comment from the safety of your couch that 'he just wanted to play', but when you have a split second and a dog is lunging at you, you don't stop to guess its intentions. Human life takes priority. If the owner had spent 10 bucks on a leash, that dog would still be alive today!!!
