So without context of a name or date, it’s hard to get the details of this. But in New York, it is illegal to push snow into a plowed street. If the man was dumping snow into the cleared street, he was breaking the law and should have been ticketed. Place the snow against the house or along the path, but not in the street. If he refused to comply with signing the ticket - which doesn’t admit to guilt but showed the police served the ticket, he can be arrested due to the law. All I’m saying is follow the law, even if you’re just helping old people. If you break the law once, sign the ticket and argue in court.
