OSHA does allow you to put new stickers on your ladder and you can purchase them from the manufacturer. But that ladder is past its safe useable life!

just get some brush on oil-based paint clean it real good with a scrub brush just be careful with scrubbing it but basically get the oil and residue off and then paint it with brush on oil-based primer paint
