I once had to go back for my dog poop bag because I had one in my hand and my other dog pooped and as I bent down I put the other one down and wasn’t paying attention. Lol. I was also tired and was last walk of the evening. I got back to my house and was like wait where the second bag?? 😅😂 So marched back to where it was. But yeah definitely not like that where it appears they are just purposely doing that. Not like my situation. But yeah I’ve seen that too and I don’t get it.

I do this if my dog poop early in the walk and grab it on my way out. Who wants to walk with a bag of poop.

I agree that they should dispose of the bag as well, but there is an advantage of seeing that than stepping in the poop. Also, the way those bags sound they may be biodegradable and not the true plastic bags that they used to use.
