Cameras back in the day needed a lot of light to capture details which typically caused the sky to be “blown out” (bright, white, vanilla) because of exposure settings. Therefore, they would paint in clouds or leave them “blank”.

These photos are chemical negatives exposed on plates which is why the sky is white. They are literally black/white exposure. The lens would have been opened for a longer time period than modern cameras. Do you know how a camera works? The light travels into the camera and hits the film or plate or whatever and activates the chemical on it. It’s like a shadow where the light is obscured (camera obscura) by the buildings in the frame and the light that gets through “draws” the image on the film in reverse aka a negative (where light is dark and dark is light). The processing reverses the image from the film by printing (you know, photo prints) the negative onto print paper. Then you get photographs. The sky is white because there is nothing to block the light. Clouds are bright and made of water vapour. The real question is why is every photo taken outside? Hint- it’s the reason flash photography was invented.
