What if I want this build but I’m skinny fat? Like idk if it’s actually skinny fat but I have like a lot of fat on my body. 47kg (103lbs) 5’1 feet. Then do I do these workouts on a calorie deficit or surplus?

I think you should focus on building muscle/ strength training because ive seen a lot of people on their fitness journey stay the same weight on the scale but look completely different because most of the weight has converted to muscle instead of fat. When on a fitness journey i feel the scale is not the best way to track change but rather taking progress pictures as you can to see how your body is changing.( weight can be affected by so many things e.g. water intake).
You know you better than i do but from the info given i dont think you need to cut cals, gaining weight isn't a bad thing but increasing strength training will allow you to look more lean as the weight you gain will be muscle instead of fat. So basically do less intense cardio and start lifting then every week add like 0.5kg or 1kg / add 5 more reps. I think the 1700 cals is good if you are active. Im not sure tho so i would suggest finding out your Body fat and FFMI (fat free mass index) so you can categorise yourself and do some research on getting more lean if you are skinny / skinny fat.
