that tree belongs in the woods or a park not a tight backyard

Bacteria isn’t a sign of rot. Different than fungus. Wouldn’t trust these guys.

After having some dangerous oaks fall on the property over the years and saving others. I would be very sad but I would let the tree go and remove it because it's dangerous. Plant something else and keep it under control.

ur Right im a qualified arborist .u need to to do a reduction of the extremity wieght - a crown reduction by way of scafold cuts back to growth points - lateral branches & especially to that major lower leader . i would clean out that rotten portion if is possible remove the dirt out of the union where the leaders meet with a hose , & refill with expanding foam so it stays clean & dry & paint. i would give the tree neem granuals & water in so that it helps the tree to self clean out the fungal infection as Neem is anti fungal ,antibacterial & is only going to help the tree ( put 1kg of neem granuals around the base. Also putting a v- y strapping around all 4 of the leaders will help the tree to support itself especially in storms so that no further damage occurs to it. It is a significant visual amenity to the surrounding area & should be protected at all costs .Also the 1st leader up which has been prior removed back to the collar which is starting to heal over the cut as can be seen should be checked for any rot in that as may have dirt - rot in there which is also playing a detrimental effect to that of the lower union.

I used to climb trees when I was 7. Based on that experience, leave that tree alone

My oak tree in Pasadena California look like this. The cable ties weren’t enough. Eventually, the tree limbs had to be supported by some metal posts to rest on.
