Gachagua centered his opposition on three critical fiscal adjustments: The Digital Transaction Squeeze: A proposed 16% Value Added Tax (VAT) on digital payment commissions. Gachagua warned this levy would instantly inflate operational costs for small businesses, schools, and healthcare facilities heavily reliant on mobile money ecosystems. The Smartphone Tariff: A steep upward adjustment of excise duty on mobile devices from 10% to 25%. The opposition frames this as a regressive penalty on low-income earners and youth who utilize mobile devices as essential tools for employment and digital commerce. The Green Energy Rollback: The introduction of new VAT alterations targeting solar energy products, electric mobility components, and agricultural animal feeds, effectively reversing previous legislative incentives aimed at environmental sustainability and food security.
