I would reward the dog by building something into the training like recall or sit and stay. This increases its value by making the dog associate a treat with some command. The dog is paying attention to you and not just watching the other dog walk by.

my dog starts barking at other dogs nonstop if I have him on the leash., but if he is of the leash he is friendly and goes sniff them and say hi...but sometimes ends up fighting with other dogs if they mess with his tail. what can I do about this pls?

Only works if you dog will accept high-value treats Outside. I’m making progress VERY slowly but outside, my grey, nothing breaks through the constant scanning for movement. Nothing. Routine is my key. Same two different walks and very strategic variants with low chance of having reactive moments.
