The settlements should be paid by the offending officers instead of taxpayers

If America was smart, those settlements would come from those officer's salary & pension and not their own citizens' taxes. And since they're barred from law enforcement once found guilty, they should pay the remaining amount at their new job until the x-amount has been completed. Why would you let taxpayers pay for a civil servant's powertrip anyways?
