They can have concerns.. yet it is a lawful activity.. is it not allowed.. he’s details don’t make it no difference to his actions or activities.. then it for the officer to use his opinion to justify his decision that the refusal of his name give a reason to come to make it a problem.. as the person said it could be a inside job .. an assumption also.. when it is turned around . Police have to work with evidence proof fact .. not not knowing.. work with what you do know
