It is illegal to pass in or out of HOV lanes on a solid line especially on the Portman bridge. Everyone does this even when there is supposed to be two passenger and more occupants in the vehicle it is used as a passing lane.

Keeping distance is the only solution on highways to decrease traffic. Keeping distance between vehicles helps you to judge the speed and sudden brake , and you will have proper time to react.

Tailgaters only see what is in front of them. Unless the vehicle in front of you has smoked windows, you will always see the car in front of them and then make the necessary reaction to avoid this - seeing thru the vehicle in front of you, in front of them.
