Everyone has CE already, it’s the ability to USE IT that non sorcerers don’t have. The only people with ZERO CE are Toji and maki, or past HR users. We aren’t gonna have to deal with gojo level threats popping up, most if not all will be junpei level or below lol

To be fair, the Culling Games were only possible bc Kenjaku had to add a bunch of conditions to force conflict Not to mention bringing in older sorcerers from eras defined by brutal warfare

They won’t all get techniques, most of the sorcerors have no technique, they just usually become windows instead of fighting, though there’s exceptions like miwa and kusakabe if you have a big enough CE pool and a knack for barrier techniques.
