that's his place of work. as a civic employee he has a right to work in an environment free of harassment and belittling comments. further, he is the individual responsible for all of the business that occurs within that facility, when you say that you are there on business, that is a reasonable concern of his, as it is directly related to what he's employed by the community to manage/facilitate. I'm all for auditing police officers when They engage with the public for the pursuit of Justice, however, when you enter into a facility where confidential information is handled and people are coming in who have a reasonable expectation of privacy regarding their matters and the business they might have with the police department you are clearly there to provoke and aggravate as opposed to actually conducting some sort of inquiry into a police matter. which would mean that you're at a place with no legitimate or reasonable purpose, which is The definition of loitering.
