my only concern would be how would this kind of work be regulated to ensure safety for both the workers and their clients? would it be organizations like osha or would it be a matter of being certified?

as a fellow SW I believe the opposite, it SHOULD be regulated, just regulated properly including with worker rights. I want to be able to pay taxes properly to build up a pension, to be able to get a mortgage eventually and buy myself a house, and in general to benefit from the system which I can only do when I'm doing things through the legal framework.
