She didn’t mean if they prosecuted everyone they actually have evidence against. What she meant is that if they just started indicting everyone whose name appears anywhere in those files, it would be a complete disaster. There are thousands and thousands of names in those documents that have zero criminal liability and zero criminal negligence. They did nothing wrong and just happened to be mentioned somewhere. Being named in a file is not the same thing as being guilty of a crime.
