I had that happen on a truck turbo was super sticky or something binding up new turbo fixed my issue and gained a ton of power back

sounds like it could be your up pipes, my 6.0 had a small crack in the bellows and it was making the same noise but louder. If you did up pipes then my guess would be the turbo.

sounds like vgt issues or turbo blade bearing i had a similar issue on my 06 6.0 when the turbo bearing deleted it self

check for exhaust leaks, manifold all the way to the turbo , look for soot marks- this indicates a leak, it can cause a whistle

Did u preoil the turbo ? Before installing it if not u could’ve wiped turbo bearing out also unplug it and see if noise is still there the vgt

Cracked up pipes or turbo take a mirror and light and check and see if there’s soot on the fire wall or up pipes
