shisui was one of the best written characters in my opinion, he held the ideology that resembles pains. shisui thought if two sides believe they are right then what if there isn't justice in the shinobi world. pain was on the wrong side when two sides believed they were fighting for what they thought was right and peace but was seen as evil because he stood against the masses when the judged he was seen as a bad person but when he was judged they weren't seen as evil. shisui didn't rebel because he knew the outcome and all opinions, pain didn't care abt what people thought as he had nothing to lose so he carried out what shisui and itachi would have done.
