I'd be intrigued to know that if they've never been relegated because "Woolwich Arsenal are a different club" then that also means Arsenal itself didn't start until 1919 then? Also means Spurs pre-date them as a North London club

Yes it counts as a relegation. Also the election back to the top division wasn't "controversial" until decades after.
