only problem is that for the perk, you have to give her the dress BEFORE she ever mentions her quest where she tries to convince the elder to change their ways. Im pretty sure you still get the dialog but you miss out on the perk.

I first tried to get Vera’s dress,that didn’t work. So I proceeded to go to the ultra luxe and reverse pickpocket a gernade onto some random lady member and killed her,I also accidentally killed the gambler she was helping,but it was worth it

If the thank you line dosent trigger after you give the dress I usually just fast travel to novac and sit down inside of the office and it should trigger once you stand up
