I thought it was because after Saruman fell, the Valar looked to Gandalf, who had proven that he still embodied their will. So they gave him both Saruman's title and the power/knowledge befitting of it, while also granting him greater authority to act compared to other Maiar due to the threat Sauron posed to Middle Earth.

Hot take. ✨ He would have been upgraded to "the white" whether he fought the balrog or not. The gods could not intervene directly participating but they are also not going to let their key pieces falter. Sauruman faltered and needed replacing. In essence he really was a fool of a took. ✨😅
