To be fair, this was the first movie which was based off the books. I don’t think they thought that far ahead because they didn’t know how well this movie was going to do in the first place to expand on the world that we got in the following movies

they were very loose with what was cannon and what they could change, but it definitely confused me when secret of the wings came out. especially cause i played the pixie hollow games and we could go in the winter area any time? and vidia was almost always located by a plum tree in the winter woods ?? where is the logic ??

I think the reason is because the QUEEN winter fairy is there, she probably has the ability to make it from the water in the air lol, it's why they had that law. there wasn't magic strong enough for it yet :)

I think in secret of the wings the nerdy guy who’s name is dewey I think he said that warm fairies used to be able to visit the winter woods when talking to lord milori, but yeah it is a big plot hole because when tink stood in the winter woods for like two seconds her wings already started freezing which made no sense because she literally flew through the winter woods in the first movie
