really rebar is the least of the concerns. Its going crack and fall apart because the ground was never compacted, and those are way to big of rocks. So really where is the value in that concrete?

All it needed was done. Fiber and 4 inches is fine. It's not structural and not only that. This is pretty much all you have to do in Florida to pour a driveway. All concrete cracks and is guaranteed against fire and theft.

Put fiber concrete in my garage. No rebar. 30 years working on big trucks and not one crack.
