Why would you even use one these to cool a CPU? What does it do vs a radiator? It would, what, more double the electrical power draw and overall waste heat? A 130w cpu puts out 450 BTUs, you would need 180w peltier, and it would produce 600 BTUs in waste heat.

connect the power from the peltier to the fan so it generates its own power from the cpu heat and cools itself for free basically

The terrible thermal paste job is a telltale sign. Nobody applies only half side of a CPU.
