They may have terminated the chief, but law enforcement ego is such that he can’t be told what to do ever. Most that rise to that level have gotten there for the wrong reason. I can see a chief being terminated then telling one of his officers to cut the locks. And the fact that the cop cut the locks after the chief was terminated, shows you that they back their own regardless of the situation.

@Actress Laura Cornel: There was unethical spending and behavior by the chief of police. The mayor has since fired the chief officer and is conducting an internal audit. In the midst of the audit, locks were removed from the doors. The mayor returned trying to regain order so that the audit was not compromised. This is simply a mayor trying to regain order within an office that is supposed to protect the city in which she is a mayor. I honestly think she handled it well considering all things it is hurtful to have to conduct this type of internal correction, maintain order and trust; while being transparent. She's trying to regain order from a broken. System. She needs 100% support.
