You don’t need a programmer to fix the laptop, you can do this without it, I’ve fixed many laptops and electronics with this problem.

I had the same problem and I didn't need a bios programmer I just installed the bios from the official Dell website onto an usb and reformatted the file and then plugged it into the laptop and it worked
